BLADE engine is just a simple directx based client system written in c++. Like most game engines it will allow you to import into it models, animation and particle GFX from editors such as 3ds max and photoshop. The game engines function is then to store and display this infomation on the client using directx. It would also feature editors for the game database (items, monsters, npcs etc etc) which are stored in *.tbl files.
Most online games create their own "game engine" for their game, all is it really is a simple program to manage and edit the game and export it into an executable client.
The engine manager program would be in korean, but the finer details in the files are likely to be in english. The GUI of it wouldn't be hard to translate.
